To wit, I propose the following text:
Parliament of Civilitas
Begun and held at the city of Isthmus City in the Province of New Fanatica on Saturday, the twenty-eighth day of July two thousand and seven,
A Resolution
Proposing amendment to the Constitution of Civilitas to grant necessary powers to the Parliament of Civilitas.
Resolved by the Parliament of Civilitas (either two-thirds of its members concurring and one-half of its members from each province concurring, or two-thirds of of the members from three out of the four Provinces concurring) that the following shall become clause 12, Article 1, Section 3 of the Constitution of Civilitas:
To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the government of Civilitas, or in any department or officer thereof.
This thread is for discussion. Apologies for the legalistic wording, but I copied the enacting formula from the Twenty-Third Amendment to the US Constitution, and the text of the amendment is verbatim the necessary and proper clause in the Constitution (except for the word "Civilitas"). Who said plagiarism was a bad thing?
