Contacting the AI

I'm not sure whether I'm about to ask a really dumb question or not, but how do you contact the other colonies in this game? Right now I've got a bunch of French Dragoons camping on my doorstep, and their leader won't initiate conversation with me, and I don't know how I can.

Just send a scount to their colony and "contact mayor" (I believe)

This will initiate diplomacy
