Also, a promoted Eagle should have up to 35 if not more strength, so with a Swordsman or two amongst him, it should be fine to keep a bunch of them still as Eagles, I always delay upgrading my Unique Units. Whether Mamaluks, or War Carts, or Roman Legions

Of course, that might change once somebody at Firaxis teaches the A.I. that it's a good idea to upgrade its units.

I have mods that teach them to upgrade units. One improves AI, another removes strategic resource requirements and instead gives them lower strength if you don't have the resource (which actually works with all units having 5 strength less and gaining +5 if you have the resource btw).

How interesting an idea, although I wonder if having only 5 strength penalty is a bit underpowered, maybe it could scale to go from 5 to 10, upwards with the ages

This is something I noticed too, indeed. After fighting a full war with them (conquered probably some 8 cities), I at once noticed I didn't actually have niter for my musketmen... Then again, I think I should've had it, because I improved an allied city state's niter resource. But yeah, -5 doesn't matter a lot, most certainly when you got 5 promotion musketmen fighting swordsmen or fresh, unpromoted mustketmen.
