Recent revelations have shown that our Constitution allows only the President to call a Council vote. I think things have been working pretty well the way we've been doing them so I'm going to propose the following:
There are 3 basic types of Council Vote. Impeachment votes are called by the Moderators following citizen complaint. Administrative votes (overruling the decisions of a cabinet member or governor) are called by the President. Legislative votes (changes or clarifications to the Constitution) are called by any Council member including the President. The President can veto a legislative vote, preventing a change in the constitution.
The first two are the same as the Constution reads right now. I've added the right to call Constitution votes to the Council and countered that with giving the President veto power. This effectively allows the Council members to do what we have been all along (proposing changes to the constitution) while keeping final control in the hands of the Pres as the existing rules have it.
