Counter to Napoleon, Monty?

I'm having extreme hard time winning anything else than military conquest when I get Napoleon or/and Montezuma as opponents. Maybe some others as well. Specially on continents map, when one of them is on another continent and I can't get there soon enough (embarking over the ocean). Or better - before they have killed of every single city state and 80% of the continent.

They are just to aggressive, even on level 3.
If I focus on space race, diplomatic, or cultural victory, I sooner or later run into trouble with one of the aggressive leaders.
One would say, you just can't talk to them reasonably. ;)

So it basically bowls down to me having to kill them. Which is fun, but would be nice to sometimes win without a major war.



I tried different approaches with diplomacy, giving them free gifts, but nothing works, a war is inevitable. No idea what else I could do...
 
Step one: Build a respectable navy
Step two: Build some city-attack units (like mech inf.)
Step three: Build the UN
Step four: Liberate all the capped city-states (they are coastal 99% of time).
Step five: Let your newly gained allies catapult you to victory!

Doesn't this five step plan skip like few major ages that come beforehand?
 
Just play defensive. When they attack, their army path should be pretty predictable. Kill a few incoming units, then take 1 city and they will probably sue for peace and offer half their empire in the process. Feel free to decline their extra cities.

Have you seen what he looks like in the diplomacy screen? He's got a flaming altar of skulls for christ sakes. That's a big glowing sign of "Insane Warmonger" right there.
 
I honestly thought Monty's diplo screen was the best. They really did Monty justice. I've yet to actually play on a different continent than either he or Napoleon. I somehow always get them as direct neighbors when I do get them, which cuts down on their aggressiveness quite a bit.

Otto is my problem child. Dude goes on a barb crusade every time and then he ends up with a full army before anyone else is even settled into their groove. As a result he either wipes out the city states with his superior numbers or they all love him for being their savior. It's nuts.

Alex is aggressive as well and I know as soon as I graduate up a few difficulties he'll be a problem. Seems he's always right in the middle of the drama early on. Strangely he hasn't lasted long in any of my 5-6 games. I even saw Elizabeth take him out fairly quick. I dunno what his deal is.
 
With my first game I've seen notifications about conquered city states popping up. When I got over the ocean, Monty diplo screen showed up... I was like, WTH!!! The dude really makes an impression.

A few other observations.
Otto really makes the "peace loving" Germans a justice. As soon as you come near his border or a city state he considers his, you're in trouble.
Alexander was all friendly and all of the sudden: "I need more space!" (wardec).
Elizabeth is a snake. "Look at me, all great, better than you."

As for the tip Bibor.
I guess I still have to find a better way to manage it all, getting high science, making enough money and having an army... And surviving long enough to get better units so I can actually capture something.
In general, the sooner you bust one of them, the better you're of. Monty gets better with every kill, Napoleon has the foreign legion which is really powerful abroad.
