[GS] crash on opening

so I updated an old tower with new Win 10 hard drive 64-bit. I only had 3.6GB of 12 GB available, so I freed up space and have all 12GB now. but in disabling background apps i caused a crash when I try to open civ6. i am using DirectX12.0.

Can someone advise on what app should have been left running?

A quick update. I was able to play Civ6 last night without any problems. But..... today the game crashes on signing in to Steam. I've tried restarting pc but the same still crashes.
no error code to copy and paste.
