Crash with Resources on Strategic Balance

Everything else default, the game freezes and hangs indefinitely when strategic balance is selected for the resource distribution.

Thanks for all your hard work Thal. I've been silently enjoying your mods for quite some time.

That's strange; civup does not alter resource allocation. I'll investigate this. Thanks for bringing it up!
