Well Checking the GP Tech Weightings, If you ignore/delay Gunpowder, your GS will make a bulb beeline all the way up to Electricity. After that Gunpowder has a higher weighting then Radio, so your next best option is to Research Radio normally or Produce Great Artist's to bulb Radio.
Ignoring Gunpowder is a very high risk, because all Military Units require Gunpowder by that point in time. The bright side is if you ignore/delay gunpowder, your GS won't bulb Chemistry, biology and Medicine, therefore making a radio beeline much more effective.
