I've already mentioned this once, but I'll repost it again.
Cruise missiles can be loaded into transports, just not by using the load command. The way to do it is to have the transport sit off the coast and move the cruise missile into the transport. While in the transport it cannot be fired, but it can be unloaded when you get where you're going by either the move command, clicking on the cruise missile in the pull down unit menu, or by trying to move the transport into a land square.

Yes this can be done w/o a patch or mod. At least I was doing it under v1.16, but with my current workload and the time I spend on GOTM I haven't had a chance to try it under v1.17 or v1.21 but as neither of their readme's addressed this issue I assume it remains unchanged.
The loading of cruise missiles w/out use of 'load' feature has worked with every patch version, from what I have noticed.
I never played the game out of the box, so I am not sure about the 1.07.
