[GS] CS Permanently Going Away

I just noticed that when CS is captured by a major Civ, then rebel due to loyalty issues, the CS permanently goes away. Even if you capture that independent city you cannot liberate it to the original CS. That CS permanently goes away.

Apparently if you flip the former city state with loyalty and refuse it it can turn back into the city state it was before. I'm not sure how true that is and I may be acting on bad info, but it's something I read somewhere.

That actually should be a default (not Free City, but back to CS). Or can you actually liberate a CS from Free Cities? I once flipped a CS I didn't want to flip with Eleanor (so it went straight to me past the FC stage), and I didn't know what to do so had to just keep it...

If the CS is free it will not revert. But once it flips to a major civ it will. Some logic confusion whether intended or not. Was happening before June I believe

In fact it will. CS only get 20 loyalty bonus to counter the pop loyalty. If it is unhappy, or you have Amani or being Eleanor or being Mapuche, anything that can exert extra loyalty to it besides the 20 pop loyalty, it may flip.

The designers really shall give CS more loyalty bonus.

It may flip yes, but as the dev’s said it is hard. The CS do slot loyalty cards but not having governors does not help.
You should have the option of sending them luxuries. At least when you refuse a free city your pop no longer counts toward it but that does not help CS.
I must admit that when I got my cities near 30 pop in a game the CS’s did flip which was another reason not to go too tall.

Well my problem is not CS's flipping, its CS's getting conquered then flipping to free. They should flip back to being a CS, but they don't.

The flip to free with only a +10 loyalty bonus so will flip to another civ, then capture it and make it the CS again. Because you are now size of it you can repair its lands so it has no loyalty issue.
