[R&F] CS razing other CS into obliveon

Not sure if it's me running into this situation for the first time or if another thread talks about this (probably).

But last night I was playing R&F and I notice Zanzibar hit points dropping turn after turn. I move my Scout to see who's the warmonger, and all I see are units from Stockholm besieging the city. I figure out it must be because they're suzerain of another Civ also attacking Zanzibar, but it's very early game (like, turn 50 on Epic speed) an they've got no suzerain yet. Turns out that a few turns later, Zanzibar is totally wiped from the game by Stockholm, existing no more.

I've never seen a CS attacking and razing another CS before. Is it just me? Is this something that actually happens, is it a bug or is there an explanation?
 
Yep. City States are not allowed to own more than one city, so automatically raze any city they capture, including other City States. The only exceptions are major civ capitals, which cannot be razed (for Domination Victory purposes). This is why CS troops will never make the final blow to a capital, no matter if it's reduced to 0HP.

I'm not sure why they aren't allowed to own other cities, like you'd sometimes see in Civ V. It doesn't really happen terribly often.
 
Thanks. But it is an intended behavior for them to deliberately declare war to each other, without influence from other Civs? This is what bugged me the most

Is it possible another Civ was suz to Stockholm and declared war on Zanzibar?

This is my only rational explanation, but as I said it was very early game and I checked and I'm pretty sure that no other civ was suzerain of any CS yet. But I may be wrong.
 
There should be an option when creating a game that razing of CS is prohibited. You don't want to play a game and learn midways that your favourite CS is dead and you cannot get the bonus. Or there should be ways to resurrect a razed CS.

I was precisely planning to get Zanzibar on my side for the bonus Amenities, so yeah it kinda sucks that they're not there anymore
 
That's pretty impressive AI.
Actually, sometimes I wish CS can keep more than 1 city, expanding to be a proper minor civilization.

Once in a blue moon, they'd produce or capture a settler. If there could be a mod that allows them to either:
a) give it to the suzerain
b) settle it (with limitation of max 8 tiles away from their capital, maybe)

That'd be awesome. Set them to unable to train settler at all - so they won't expand. Just give 3 additional city names, that'd be more than enough and also a fun easter egg.

Also, allow them to use their own bonus until they have a suzerain. At least La Venta and Armagh could build their own improvement. We should discover more head rocks near La Venta rather than at Cairo or Washington.
 
I saw a city state doing the exact same thing, attacking another one, but neither had a suzerain, and it was early in the game so there were only a maximum of 2 envoys at each city state. I agree it is odd, and like you say is it a bug or is this intended?
 
In Civ 5 I modded capitals to get free and stronger city walls from the start. This might help ...
