CTD on Turn #290 - again

This has happened in the past (I swear on turn 290 too!) and I always get a CTD no matter which game settings I use. I have tried going back to previous saves, autosaves, and quicksave and am still unable to get past this turn.

My system specs are not suspect and I have all the most recent drivers installed. I am pretty sure that this is a program error but I lack the expertise to troubleshoot.

Here is a savegame of turn #290, please take a look and help me find a solution once and for all for this issue and get me to #291.
