In my current game as an Order civ. I enacted the "Cultural Revolution" social policy and the 34% tourism increase vs. other Order civs is not showing up in the Influence chart for the three other Order civs in the game.
After exiting and restarting the game, I saw that the policy WAS working. Not sure if I mistook it for something else before, or it appeared after restart, but the value was being added to the other ORDER civs.
