Culture not building nor new improvements

I have been playing a very laid back game just building culture. When I decided to take over a few cities the culture doesn't build and now I'm not able to build new city improvements either. Has anyone experianced this and if so what do I do?

You should post a save. If you cannot build improvements, it is probably due to resistance (the citizens refuse to work).

Culture doesn't accumulate: You are using the Fascism government and more than half the city's population is foreigners. Switch to another government, or grow the city population until more than 50% of the citizens are yours.

Can't build certain improvements: You are mobilized for war. Make peace with one enemy (or eliminate them). That's the only way to de-mobilize.

Yes nullspace is correct. It will say something about WAR in the box on the lower right if you are mobilized. It will also tell you the form of gov you are in.

Newly acquired wonders will not generate culture because they belonged to another civ
