Culture question.

I've been successfully encroaching on Egyptian territory by spreading culture via espionage (see Lisht); why can't I spread culture to Avaris?

Khazak needs another cultural level -> 80%.

You can only use the spread culture mission on cities that already have some of your culture. Since Khazak only has a defense of 60% its cultural radius is presumably 1 short of reaching Avaris. If nothing else has ever happened to give it any of your culture, it is completely devoid of your culture so you can't perform the mission.

Since it's a mod this might not be correct. Except that if it wasn't correct you'd be able to use the mission unless it is so expensive in this case, for whatever reason, that you don't have enough EP to do it. That would also have it not show up on the list.

Since we're on the subject of culture, could someone explain what's going on here: I've captured a city from Mansa, and although it is in resistance, several of the citizens are happily working tiles. Is this because I have spread my culture to the city?

The city is still in revolt (see red fist by city name). the worked tiles are meaningless at present. Note that if you produce some Great Artists and bomb a newly captured city it will instantly come out of revolt.
