  3. Bulgaria, Egypt, France, North Korea, Madagascar, Senegal, Tahiti and many others

No. But I can give you a clue. It does have to do with technology. And nearly all countries in the world belong to just one of those three groups. The exceptions are: Afganistan, Greece, Greenland, Hungary, Poland and Saudi Arabia which belong to two of the three groups.

How about type of electric current or train track gauge (sp?)?
 
No. But you're much nearer with the first of those two guesses.
I'm trying to think of another clue I can give you with revealing it completely but have so far failed.

Like all those countires use three pronged plugs, some use two pronged, others 4?

No, nothing to do with electrical sockets. (I have no idea where I'd get information on that.) But imaginative try! :)

OK more clues:

It has to do with something that normally requires electricity. And the three categories are 'systems'. As far as I know, there are only three such systems in common use worldwide, and most countries tend to stick to just one of the three.

I think we made our choice of those three here in the UK in the 1960s. The US chose rather earlier (1953) and has something vastly inferior as a result.
 
USA 1953 starts color broadcasting of TV programing.

1960s Great Britain gets PAL (phase alternating line) color TV.

France has SECAM.

So, logicaly, the answer is COLOR BROADCASTING!
 
Can't be... In that Israel is a group of it's own. Ben Gurion, Israel's first PM, was somewhat conservative. To be more exact, he was a fanatic conservative. As a part of his actions to defend Israeli public from outer effects (in which he also didn't allow the beatles to come to Israel) he decided that color TVs are bad. So he ordered to install a machine called "mehicon" (deleter). This machine deleted all colors from the pictures. Eventually he was replaced and Israel removed this stupid machine.

Nearly all countries work with a single colour TV broadcasting standard. In the groupings in my original question:
Group 1 countries accept the PAL standard (Phase Alternating Line) - yes, including Israel, whether or not they use it.
Group 2 countries accept the NTSC standard (National Television System Committee or "Not Twice Same Colour!").
Group 3 countries accept the SECAM standard (Sequential Couleur Avec Memoire).

There are just a few countries that work with two standards together (I admit I missed a few out of that list).

I think joespaniel gets the privilege of asking us all the next question.

Actually my sceen name is a play on words off of my last name and Bear also fits in for a guy from Chicago but I'll accept the Russian link too. :)
