which leads me to wonder... how does the AI know where resources are before they exist, because they seem to have pretty good placement (at least finding the resources, that is)

I most certainly think they do... I have multiple saves where a computer tracked all the way through my nation to a barren tundra / desert land and popped down a settler. Later on in 100% of the cases there was either a Oil, Salpeter, re-emerged Iron (before it was even gone) or something similair...

It does make it easy to know which cities to conquer first

Yes. In fact the AI knows the entire map, including the pre-positioned locations of all resources, and where all units/cities are. It has been programmed to not use this knowledge in most situations.

Nah....that was just luck. You get to a point where no matter where the resource disappears from and reappears at, there's probably a city there.

Never assume that you will have any particular resource once the tech comes.
