I was playing on islands map, and thanks to the ability to pillage coastal tiles, I had a HUGE advance in civics and science because of all the bonus huts I "pillaged", and since I could go in deep water before the others, all of them were mine to grab ! Best science victory ... with Norway

Japan (17+1)=18 Civ Ability is decent, Leader Ability fits Hojo Tokimune, being able to build at least three districts faster is nice (though these 3 are probably not popular among Civ players...)

If double tourism is strong, that reflects much more positively on America than on France.

Japan 15 (18 - 3) A great UA from a design perspective, but a bit underwhelming in terms of power. By the times you can really take advantage of it, adjacency bonuses are overshadowed by building yields. Aditionally, the electronics factory got hit very hard by the industrial zone nerf.

Rome 16 (15 + 1) Early bonuses are powerful, and they don't come earlier than Rome's. In addition to moving you quickly through the early civics, the LA saves a ton of production as you rapidly build new cities , while the baths make it easy to grow those cities in the midgame.
