America 14 (13 + 1) A combat bonus when it matters most (defensive wars and your first conquest), and the largest tourism boost in the game (so many people are upvoting France for +100% tourism from wonders when America gets +100% tourism from everything (and even more from national parks)).

France 9 (12 - 3) A 20% production bonus isn't enough to make up for the fact that other players will get a shot at these wonders first since you have no early game bonuses. The double tourism from wonders isn't bad, but it's pretty average among the game's many tourism boosting effects.

France 10+1=11 - Theory about France being behind because other civ's early game abilities is not very true (I was playing Brazil on King and I built Bolshoi Theatre, Broadway, Colosseum, Estadio do Maracana, Hanging gardens, Hermitage and Oxford University in Rio and Brazil doesn't have any bonus abilities towards any era, plus there were both China and France, the wonder builders). There are only few civs with early game bonuses. And about USA and France, France's double tourism from wonders works through all eras and in all cities, American double tourism works only in cities with film studio, and that has two problems - it comes in late game, and it works only in cities with Theater Square. Extra appeal to the National parks - I usually build only one or two, because Naturalist is expensive and I build holy sites only when I'm heading for religious victory, so I often can't afford him, and I don't have much places with enough appeal to build the National parks.

Greece - Athens 22 - 3 = 19 (How often do you become suzerain of enough city-states for this to matter? The AI will just wrest control from you or kill city-states at a moment's notice. Good luck getting much use out of this until the late game)

France 8 (11 - 3) There may not be be many civs that are truly early game focused, but France is alone in getting virtually nothing for the first two eras of the game. You'd expect a civ like this to have exceptional bonuses when they do kick in, but France's are merely average, unless you're spamming wonders to a degree that shows you're already on track to win, with or without civ bonuses.

France 2 (5-3) A LUA and CUA that are basically the same as getting none at all, a unique unit you A) can't upgrade into and B) is an infantry unit, this is just a real stinker overall. The French deserve better! At least they have one of the best musical themes... EDIT forgot to mention that their unique improvent is also worthless, they're so bad i keep forgetting stuff...

Rome 11 (10 + 1) Is a very good civ for the early game. The starting monument gives you a culture advantage in civics that takes the AI (King AI) at least an era to catch up. Horrible on an island map though.

Germany 24+1=25 - And the best civ in game is Germany. German ability to build additional district allows them to pursuit every victory type. It's the most versatile civilization in game. Hansa is great. More production than Industrial zone and doesn't affect appeal of nearby tiles. Bonus military policy isn't bad, bonus damage against city-states may be useful if you want to extend your territory. U-boat isn't the best unique unit, but unique units aren't important game changers (if we don't count Sumerian war carts, I guess...).

Japan 9-3=6 - From the three weak civs I mentioned, this is the weakest. Divine Wind is ridiculous. Meiji Restoration is decent at best. Samurai is fine, but works only for short period of time. Electronics factory is a little bit better than the normal factory, but I usually don't build many industrial districts in my empire.
