To be transparent it has to be a GIF file, JPEG doesn't handle it. As for Paint, look at WillJ's post above.

Got it:
Very easy. Go into Microsoft Photo Editor. On the toolbar there's a button for transpareny - one that has like an "L" with a brush in that "L"
Click on any background part of the avatar. A screen will pop up. If the red, green, and blue is not 255 then change it. Click "OK", save it, and you've got a transparent avatar!

I use Ulead gif animator, it lets me 'paint' on the transparancy Another way to do it is go to tripod.gifworks.com, upload your picture and use it's transparefyer; the way it does it is you click the colour on your image you want to be transparent and all pixels that colour are, well, made transparent the bad part obviously is that the background has to be all one colour for it to work (well, work effectively).
