Custom Unique Units not working?

I can't seem to get a custom unique unit working. After loading the mod and going to set up game, I lose the ability to scroll through the civ/leader list, and if I go to advanced setup and choose my custom civ, the unique unit I made doesn't show up, it only shows the default unique unit from the template I used.

It attempts to tell the game the same unit will both upgrade to itself and the WWI Tank unit.

Also, you've posted the thread in the civ6 forums but your code is for civ5. I've signalled the moderators so they should be moving the thread in the near future.
