Final--City placement is a little awkward, I wanted to be on the river, on a hill if possible, and near the sheep. Looks like we can get a couple on the east side of the mountains along the central river. The forge in the capital and worker housing in Chan Chan are both vetoable, I tend to go for early shield upgrades. There is a barb camp somewhere west of Chimbote. Could probably do with a little more military out of Cuzco, then another settler (or the other way around).
