sorry, I was wracking my mind for an incompetent leader that wouldn't offend anyone's political sensibilities (dubya was my first choice) while at the same time not being too obscure.

I guess I failed in my task.

Stick to Chamberlein. Nobody beats his incompetence, and nobody will be offended by labeling him that way. He was a conservative, but even the conservatives consider him history's most incompetent statesman.

And if "humorously incompetent" is a requirement for Civ, his quotes about Hitler definitely qualify.
