I had 503 gold. I asked the king for military assistance and he offered to buy heavy artillery. I agreed and there was an out of sync. after that I reloaded the game and found 493 gold instead of 503 gold.
My buddy and I get the mod to work in Steam by modifying the _Civ4Config.lnk file* in the Colonization folder**
In that file is a line with "Mod". I forget the original config, but this is what mine looks like now:

Mod = Mods\WeThePeople
With this, I can create multiplayer games and my friend can join them from the Steam UI using "Join Game". He doesn't see my game in the in-game multiplayer lobby list, but we at least have this.
* This is actually a Windows Shortcut to another file called CivilizationIV.ini, and that's what we're really editing
** For me: Program Files (x86)\Steam\steamapps\common\Civilization IV Colonization
