Dealing with nuclear attacks and threats

The problem is that when I have a "huge" civ, there are always a handful of cities which doesn't have that many shields, which can't quite follow up with the rest. The again, it is the bigger cities the enemies target with their nukes.

The reach of SDI is 3 squares out in all directions. It is larger than the radius of the city itself. In your picture, Susa and Persepolis are exactly 3 squares apart, so an SDI in one would cover the other city.
