With city states comes a whole new set of strategies. So civ A should be able to ask or demand civ B stop befriending a city state. Or just make a basic agreement with another nation. If you let me befriend this city state I will let you befriend that other city state.

It's proabley to late to be in civ 5. But they should put it in the expansion.
 
Seems like everyone is wants civ5 last minute to turn into a history simulation.:rolleyes:
 
Meh. First of, civ is not a simulation of any kind. Second, the more advanced the deals you can ask for, the more difficult it becomes to program an AI that uses the different possibilities correctly and intelligently. Advanced deals like the one you are suggesting sounds very interesting, but I am afraid that they will not make it into the game because it is too hard to program an AI that can deal with these things. If they can indeed make an AI that can deal with treaties like these, then I wholehartedly support that!
 
I wouldn't consider this to be to advanced for the AI. The AI already has to deal with value of City A vs B. Switching owvership of citys is already something the AI deals with in diplomacy and war. Spheres of infleunce is a obvious extenstion of city states.
Granted it is far more likely to pop in the first expansion.
However your right about loading the AI up with to many options.
