Sometimes, I dont understand WHY Ai declares a war.
Sometimes, it' just strange, but I can understand. I raze 2 of their cities in the past, they hate me and have a superior naval army. I m not sure they can reall invade my main continent, but I understand the war. Sometimes, with only one city, nearly no nits and no chance to win, they will delcare a war/refuse peace. Suicide with honor, I m not sure it s really implemented, but it s look like logical.
And ometimes.... I just have contact with them because of an events/Wonder, I dont know where theey are, I think they dont know too where am I, and they declare war... And it's Gandhi! Gandhi! When I think abut him, I think about pacifism and all... Not about "Hello! I m Gandhi and I WILL DESTROY YOU"
In BtS Vanilla, strange things happen too about ar, but I think it's worse in C2C, I ttoally dont understand what will trigger a war....

By any chance does it say "Civil War" in the words anyplace??

Lumen's right - it needs some work (sometime). The problem is that the AI takes account of attitude and relative power (to an extent), but not so much distance/accessibility. Also quite often one AI will talk another into war (that's often the reason it's happening), but in the case where the target is not reasonably accessible the AI needs to be much more resistant to this - at the very least it should only agree to go to way if the player asking it to do so is itself at war with the third party in question (i.e. - being a supportive war-partner when you cannot reach the battlefield yourself is to some extent reasonable)

And it was even funnier before Navigation : only some boat unable to transport army was able to come in my continent (and same , I wasn't able to reach them). But they declare war for a totally unknow reasons

Another thing is AI declare war when they are not prepared for war. When I declare war, I have at least 4 powerful stacks ready to attack (I play with low number of powerful units, with Mercenary Civics) and lot of spies ready to rally cities and force a revolution. Sometimes with units ready for pillage, but I dont often play like this.
French declare war to me with ony 5 weak units (unable to destroy my Clockpunk tank) and 6-7 Sloop of War. Look like they declare war as soon as they was able to do it (end of peace treaty)

No Civil War in my actual game for now. Or on unknows continents (late Renassance, still 3 unknow Civ, map is so big...)
