Hmm ... All the options ARE resources, although I'm not certain how to make a whale fit into a Goody Hut ;)

Whales don't have to be only on water tiles since there's nothing particularly unusual about land whales. Every time I visit a grocery store I see at least a dozen of them, and buffet restaurants and fast food joints are usually packed to the rafters with them. It's very unsafe should an emergency require a quick egress from the establishment. All that blubber is quite a fire hazard, too.

Hmm ... The AI won't use the RR for movement but will for the purposes of acquiring (let's say, in this case, Whale resource enables an Improvement called, "Gaslight") strategic resources?

Roads work perfectly for collecting resources from the sea, I assume railroads work as well. I'm not sure the AI'll use it though.

I was using this kind of trick (not exactly the same, as it involves "resource in city range" flag) to introduce some kind of pre-modern equivalent of Offshore Platform. I called it Whaling Wharf (improvement that tranform whales [oil, bones, skin etc.] into various raw materials for XVII-XIX cent. industry) - it could be builded only in cities with whales (set as strategic or luxury) in radius.

Unfortunately - I've noticed that it is useless unless there is conection to whales - and since AI won't use naval roadbuilders, I placed one whale in every race capitol to represent some kind of whaling traditions (it can be transported to other cities suitable for whaling by harbor - which is also required for Whaling Wharf). This have a major flaw however - it is usable only in case of pre-placed scenario.

However - with def-mon-res set for whales (or just: whale oil or something like that) maybe it could be obtainable also in randomly generated maps... the whales on land could represent not the whales themself but for example a whalers... or suitable places for harbours (there is still a case of how to prevent map generator from spawning this random whales somewhere else than tiles neighbour to coast)
