Is this valid for conquests, I found this in a file I was about to add to my game.
DEFEND is usually not in the ini file.

Edit: Nevermind, I found it used in a couple that I have installed.
 
Aye. It's a pretty old discovery (2006, I think), but a pretty scarcely-known or used one, mostly due to the fact that it rarely gets used in game. (Quoted from one of my civilopedia entries in a much-earlier version of my Greek scenario, "There is roughly a [5%] chance this unit will use an "extra" attack whilst defending if it has already been attacked that turn.", so that should be what it does.)
