There is an existing religious victory condition, where you win if you get over N % (say, 51%) of the population to follow your religion. To pursue this type of victory, you spam missionaries everywhere, and raze cities that won't accept your religion.
There are only a few, limited ways to defend against this. You can spam your own missionaries and raze their cities. You can use "organized religion" civic to 100% prevent it spreading in your own civ. Some mods (Gods Of Old, for example) have an Inquisitor unit that removes non-state religions from the city. But that's it.
Are there any XML tags or python hooks to add variety to religious defense? Is there any way to build buildings to make it more difficult to spread, or civics which don't 100% prevent it, or units which help defend against it?
