Because Rome and Italy aren't synonymous. Rome refers the the City of Rome and the Empire it produced, while Italy is the combined ethnicities of the Italian peninsula. And Italy went through a lot of ethnic mangling in it's time before unifictation, the Normans, the French, the Germans. Basically every nation under the sun was in Italy at some time, which makes the culture and Ideals of Rome completely different from the culture and ideals of Italy.
 
I want Carthage!!! he he he..... and give them the abilities to buy units at a cheaper price, but reduce their combat experience gain
 
The best suggestion is definitely Moorish Civ; North African & European civ. I would suggest leader Abd ar Rahman III, UU Mujaffafa (knight) UB Medina quarter and UA Moorish architecture.

To go along with this, Alhambra World Wonder.
 
OK, with the maori, it's Hone Heke. And he was more of a Political activist, instead of a leader. I'd suggest Te Rauparaha as the leader, with Taiaha Warrior as the UU and Pa (Replaces Castle, city must be built on hill) as the UB.

hongi hika was important in the first musket war and i think he was hone heke's uncle or something. i never heard of te rauparaha, so i just looked him up. he didn't join the musket wars until 1819, a whole 12 years after they started, sooo yeah.
as for the unit, building and ability...

...well, i got bored one day. ____ warrior is a generic name, so i went with toa, because that's a maori word for warrior. and a castle that has to be built on a hill makes the building weaker, so that makes no sense.

the ability is kinda meh, but the unit and building are pretty decent, so i figured they didn't need an awesome ability. so to sum up, unit is a warrior with 1 extra point of base strength; building is a monastery that doesn't require any resources but doesn't get bonuses from them either, gets 4 points of culture and has a slot for an artist; ability is less damage from ranged attacks.
 
Aah, I thought you'd made a mistake in spelling Hone Heke. Either way, Te Rauparaha was a massive warlord. He's called the 'Napoleon of the South pacific'. He (sucessfully) took part in a 3 month siege of a Pa (Maori village/city) and subsequent invasions across the south island, despite coming from Taranaki.

Toa is (No offence) but a useless name. If you don't like having '______ Warrior', then how about just 'Taiaha'? Also, I think it should replace Swordsman, and not require Iron to build. It matches the era much better.

Nice idea for Marae, but since when was a priest a specialist?

Also, maybe for the ability something about getting additional XP when killing a (Non-barbarian) unit? (Maori often ate their fallen enemies to gain their Mana)

no offense taken. only issue i have with just "taiaha" is that's the weapon, but maybe they'd have to use taiaha warrior, at least it's better than just using maori warrior.
i thought there were priest specialists was for some reason. maybe some other kind of specialist.
