The Achaemenid Empire
Leader: Cyrus the Great
UA: King of the Four Corners of the World: OriginalCapitals and
City-States keep their Palaces when acquired. During
Golden Ages, Occupied Cities suffer no
Resistance and Palaces generate +3
Culture.
UB: Chapar Khanaeh: Caravansary replacement. +20%Trade Route length. +2
Gold. If the City is
connected to the
Capital, it generates +2
Golden Age points.
UU: Scythed Chariot: Horseman replacement. Much stronger, at 16Combat Strength rather than 12, but their
Movement ends upon entering Rough Terrain. Upon the end of its turn, adjacent enemy units take 10 damage.
The Kingdom of CarthageLeader: Queen Dido
UA: Phoenican Heritage
Cities founded on the coast are automaticallyconnected to the capital and reveal the location of nearby civilisations and
city states. Receive a free naval unit upon constructing a
cargo ship.
UB: Cothon (Replaces Harbour)
The Cothon, unlike the harbour it replaces, is available much earlier, at sailing and increases the range of all outgoingtrade routes from this city by 33%. Furthermore, cities with a cothon receive a
production and
boost whenever they send a
trade route to a city for the first time.
UU: Bireme (Replaces Trireme)
Though cheaper and weaker than the Trireme it replaces, may choose to rig a bireme for trade or for war upon being trained. Trade biremes receive +1movement when starting adjacent to a cargo ship and receive double
experience from fighting barbarians. War biremes are slightly stronger, receive +25%
strength when starting adjacent to an enemy unit and generate double
Great Admiral points from combat.
Republic of CarthageLeader: Hamilcar Barca
UA: Mediterranean Thalassocracy
Units purchased withgold receive a random promotion for free and may move instantly, if that unit was a naval unit, also receive a lump sum of
Great Admiral points. Receive an additional
trade route slot and a free cargo ship for 30 turns upon exacting tribute from a
city state.
UU: Quinquereme (Replaces Trireme)
More expensive than the trireme it replaces, the Quinquereme grants +2movement and a +15%
combat bonus to adjacent embarked units and receives the heavy ram promotion, granting a 5%
combat strength bonus for every tile it has moved this turn.
UU: Numidian Skirmishers (Replaces Chariot Archer)
The Numidian Skirmishers are slightly faster than the Chariot replacer it replaces, and ignore movement cost penalty on desert tiles. Furthermore, the Numidian Skirmisher heals 2 health each turn for everytrade route sent out by Carthage, even if it performs an action.
Republic of CarthageLeader: Hannibal Barca
UA: Roma Delenda Est
While at war with another major civilisation, receive +2Great General points and +2
happiness in the
capital for every other war you have fought with this civilisation and a further +3 of each if that civilisation holds any of your original cities. Units may cross mountain tiles when adjacent to a
Great General.
UU: African War Elephant (Replaces Horseman)
The African War Elephant is much more expensive to produce than the horseman it replaces, though it is stronger and requires no horses. Furthermore, the African War Elephant receives the 'terrifying presence' promotion which reduces thecombat strength of all adjacent enemy units by 10% and allows it to generate double
Great General points from combat.
UU: Sacred Band (Replaces Spearman)
The Sacred band is much weaker than the Spearman it replaces, at a mere 6combat strength when first trained. However, all active Sacred Bands with at least 1 promotion double their
combat strength whenever a
Great General is born in your civilisation. Start with a Sacred Band instead of a warrior.

Cumania
Nomads of the West
Recieve double quantities of Horses and get +1 Gold from Horses, Sheep and Cattle. Before the Renissance Era, a city that is at full health can be relocated next to a souce of Horses, Sheep, or Cattle that are within 1 tile of your borders. A city that has been relocated cannot build anything for the next 3 turns. Cities may only be relocated once per era
Süvari (Knight)
The Süvari has a lower Combat Strength (15) than the Knight it replaces, but has a strong ranged attack (18
) and if in open terrain, can retreat before melee combat.
Riding Grounds (Stables)
In addition to the benefits of Stables, Riding Grounds gives gives mounted units produced in the city +15% Combat Strengthwhen attacking enemies in open terrain.
Okay, the UU seems sounds like the Keshik, the UB... I'll suggest making it give the shock I promotion to newly trained units, but remove the horses part. Its totally unnecessary, as you're gonna get tons of horses with the UA.
I think the UA is OP BTW, if you can endlessly relocate your cities.
What are you talking about? I thought the UA was laughably useless, the vast majority of it isn't a bonus at all
