Why would Roosevelt have Cavalry replacements?
The Byzantine Empire

UA: The Second Justinian: Upon adopting a Social Policy or capturing a City, gain a Production boost in all Cities and all Units gain Experience. Finishing Buildings in the Capital grants Culture.
UU: Pamphyloi: Galleass replacement. Whenever it starts on Friendly Territory, gain +2 Movement and +100% Combat Strength versus Cities.
UU: Katafraktoi: Knight replacement. Gains a Combat Bonus when attacking. Starts with Cover I and gains Defensive Bonuses.
The Safavid Dynasty
Leader: Ismail I
UA: King of the Persian Lands: Conquered Cities following your Religion increase Great General generation and generate no Occupied Unhappiness. When a Great General is born, gain free Units.
UU: Tofangchi: Musketman replacement. If there are any Horses available, it becomes a Mounted Unit, gaining +2 Movement, +33% Combat Strength versus damaged Units, and upgrading to Cavalry rather than Rifleman.
UU: Tupchian: Cannon replacement. +50% Combat Strength versus Land Units. Mounted Units adjacent to it may force units to retreat if they deal more damage than they recieve while attacking, and enemies who cannot retreat take extra damage.
Surely you can come up with a better name for the trait? I mean Regalman had "Storm of Ardabil" for the same civ, which is 100% more badass.
Also remember that Shah Ismail wasn't conquering lands of his faith, the decision was made to turn Iran into a Shia region after the actual unification under Ismail I and before that it was a pretty major Sunni stronghold save for a few areas. I mean I guess they were all Muslims, but I just assume the UA was a reference to Ismail's Shia fanaticism and the uniqueness of his little Shia empire sandwiched between two of the greatest Sunni powers of all time.
I'm still not sure how there haven't been any Safavid designs based on religious conversion. That's what I was planning to make the Safavids about before I found out there was already a Safavid civ.
Republic of Paraguay
Leader: Francisco Solano Lopez
UA: Muero con mi Patria: Selling buildings rushes unit production. Every active war or denouncement against you makes your units fight 10% stronger when damaged and increases their chance of surviving death*.
UU: Aca Vera: Replaces Cavalry (Cuirassier with EE). Can be trained even when horses are unavailable and doesn't suffer from a resource deficiency penalty. If trained when horses are available, starts with Charge I.
UU: Congreve Rocket: Weaker than the cannon it replaces and has a lower bonus against cities (100% versus 200%). However, the Congreve Rocket starts with Logistics and a 33% Combat Bonus versus naval units.
*Yes, your units will be able to survive death. However, they will still be damaged, maybe something like 50 or 75 HP.
The Riograndense Republic
UA: Glorious Decade: Great Works in Conquered Cities increase Unit Production in the empire. Training Units, improving Pastures and repairing Improvements grants Great Musician points in the Capital.
UB: Estancia: Stable replacement. +1 Culture from Horses, Sheep and Cattle. Has a Great Work of Music slot that, when filled, halfs Resistance in the City. If the Unit which captured a City was built in an Estancia, an Estancia is automatically built in that City.
UU: Farrapo: Cavalry replacement. May build and repair Pastures. While it is within the area of effect of a Great General, it generates +2 Culture in the Capital.
