Design with Consoles in Mind?

Where is the empirical data to show that just because people think stylised graphics are less demanding, that they actually are?
Yeah, I've seen somebody claiming the new fog of war would be less resource intensive as well... yeah, no. They already said they pushed the polycount and detail of their models, the new lighting system looks fairly intensive (and due to the 24h cycle, there's less room for "prebaked" detail), they added full normal maps to textures according to an interview and the fog of war? That's going to be a shader on top of the normal render. Civ6 will need at least as much GPU horse power as Civ5/BE.
