Destroyed Civ Not Really Destroyed

That's not necessarily what's happening. It's Regicide, so only the king unit need be alive. You don't have to have any Settlers or cities. (Trust me, I know from experience )

Funny, in a new game (Regicide enabled) I attacked Rome with Cleopatra and destroyed both the warrior protecting it and Caesar and the city, and guess what? The Romans still existed. They were coming to attack my city with 2 warriors, so I made peace with them. Then they re-attacked me a little later killing Cleopatra, and guess what.. I lose the game. ???????????????? Why was Rome still alive? I had another city still under my control too.

I loged a complaint like this earlier, and on mine, the French had no seaside cities, I killed their king, and a few turns later, more French.

I just read that thread, thanks. I do have respawn AI on. I don't know what it means though. I thought it meant like in Civ 1 where another nation takes that nations place. I'll try it without respawn AI.

I don't think it has to do with respawn AI, because it is the same AI that you still have to fight. respawn AI only works when the world is significantly early enough, (not 1 civ has gotten to the middle ages yet), and if there is a unused civ (ex: a 1 on 1 game, you are persia and you kill germany, they could respawn as any previously nonexistent civ).

IMHO there is nothing more frustrating than having a city that I've taken flip back to a civ that has no cities, just a settler in a boat somewhere.

That's what almost happened to me. I was persia and captured every Japanese city on my continent, but I didn't see that they had a colony on the other side of the world. So I thought they were dead. But once upon a time one of their cities flipped to them. WTH????? I took it back and then I finally saw that small city.
