Developing traits

I was wondering if anyone knows specifically where the multiplier is for the developing traits option because I can't find it, I've looked in a bunch of xmls and and I see is civ4 gameoptions in gameinfo, but that doesnt have an integer value that can be changed just booleans.

The original CIV4TraitInfos.xml file used in Beyond the Sword is in ...\Warlords\Assets\XML\Civilizations. It's there because traits were not changed after the Warlords expansion, so Beyond the Sword still uses that file.
You can copy that file to your mod and edit it.
