Yes and no. It is true that you only profit from the bonus tile´s shields, and it is a good idea set the governor to ensure a shield-rich tile is chosen :thumbsup:.
But you don´t need the governor for 4-turn settler factories. As such towns have a food surplus of 5 or higher, a shield-rich tile will be autochosen, even if you have set no governor at all.
 
I used to use it, until the AI started regularly beating me to wonders at Regent.

I advocate the use of govenors on lower levels for players learning the game. Gives them time to learn the game mechanics, and when they get good at that they can learn the more sublte parts of the game.
 
I am so anti-governor that I personally watch every city's population as closely as I can to make sure they get no say. I can't stand going into my city screen sometimes to find that a city has been working a horrible setup for I dont know how many turns.
