If the variant, "Require Complete Kills" is on, and there is a civ that has 0 population (but is still alive) the Diplo Victory is not a UN option
(probably because of the modification of it through the Apostolic Palace, where everyone must have the ability to vote for a DiploWin to work)
This can be a real problem if those "incomplete kills" are vassals now.
