I'm interested in organizing a diplogame for fun. War games are fun, but it has its limitations in terms of diplomacy and civ building, which I believe are two key aspects of the game that get left out in ladder games.
Some ideas that I've thought of are as follows:
1) The King's Chamber - maybe meets every 20 turns to discuss world issues, such as war, literacy (tech trading), border disputes, and such. The King's Chamber will have an elected Chairman who will preside over the meeting.
2) Limitation on cities after a certain year, say 2000 BC. After that, civs will be given permission to expand by a certain number of cities as agreed by the King's Chamber.
3) The designated Superpower (i.e. elected Chairman) will have no limitation on city building and will act as the policeman of the world.
4) The objective of the game is to allow for limited wars, more extensive diplomacy, and hopefully a game that will last until the launch of the Alpha Centauri.
5) Gamers will be 7 civs who don't mind long turns (perhaps as long as 7 minutes) and who enjoy civing as much as I do!
