diplomacy screen problem

I've still got a problem with the diplomacy screen:

As you can see, the dialog options are displayed to low on the screen, overlaying and thus disabling the "new", "active" and "clear" buttons.

My system:

- Win98SE
- Geforce DDR
- Detonator 21.83
- DirectX 8.1
- Desktop running at 1152x768

So far I've tried changing desktop resolution and adding "KeepRes" and "Video Mode" lines in civilization3.ini.

The patch didn't help either.

Any ideas ?
