At the moment, diplomacy is bland, and diplomatic victory is even blander. I think I have a way to improve both: diplomatic points.
Just like you earn favour or hatred from specific civilizations based on your actions, the idea behind diplomatic points expand this as a worldwide factor. For example, if you return a civilian unit to another civilization, you will earn, say 5 diplomatic points. A higher diplomatic score makes other civilizations more likely to be favour you; a lower score makes them more likely to hate you. This means that positive actions have real, long-term effects on the game and I personally think it makes diplomacy FAR more interesting. But that's not it. As well as diplomatic points providing a reputation for civilizations, they can also be used when it comes time to vote for a winner. The amount of votes you get is determined by how many diplomatic points you have, a negative score means you have no votes. Of course, the AI will be more likely to vote for a civ with a higher diplomatic score, but personal relationships outweigh this to avoid there always being a clear winner.
Ways to earn diplomatic points (and what should be positive diplomacy modifiers):
.Not declare war for 100, 200 turns (+10pts, +15pts)
.Liberate a City State (+20pts)
.Liberate another civilization (+30pts)
.Negotiate peace between two or more other civilizations (+20pts)
.Have open borders with another civ (+2 pts each)
.Have a declaration of friendship (+7pts, + 10 extra for second, +13 extra for third etc)
.Return a civilian unit (+10pts)
.Help another civ's pleads you aren't friends with (10-20pts, depending on level of help)
.Help another civ you are friends with (5-15 pts, depending on level of help)
.Have a trade agreement (+2pts per item on trade)
.Kill a barbarian in CS or open borders (+2pts)
.Keep promises (don't breach a promise to another civ after 50 turns, +5pts)
.Sign a defensive pact (+10pts)
Any other ideas or adjustments?

.Declare war on a city state (-15pts, -23 extra for second, -31 extra for third etc)

.Get denounced (-5pts, -10 extra for second, -15 extra for third etc)
.Denounce another civilization (none for first, -5 for second, -10 for third etc)
.Refuse to help another non-friendly civilization (-5pts)
.Refuse to help a friend (-10pts)
.Annex a city (-7pts per city)
.Raze a city (-15pts per city)
.Starve a city (-2pts per city per turn)
