Charismatic Leader 29 (28+1) The card I use most and because of that I prefer this one to Gunboat Diplomacy when voting.
Merchant Confederation 23 (26-3) Money is easy to come by. Still a very good card. But I see it as a 2nd place card.

Charismatic Leader 29 + 1 = 30 This one gets the vote because it comes along so early and stays relevant for so long.
Merchant Confederation 23 - 3 = 20 This is a good one, but comes later than CL and I rarely use it.

Merchant Confederation (20-3)=17 It's the one out of these three which I use the least
Gunboat Diplomacy (25+1)=26 Basically my replacement once Charismatic Leader is gone, I'm thinking Charismatic leader will probably will :D
 
Charismatic Leader 30+1=31 - I won't bother with saving Merchant Confederation, so I'll give my upvote to Charismatic Leader. Great early game card with impact on large part of game.

Gunboat Diplomacy 26-3=23 - It's fine card, but I like cards above more.

Gunboat Diplomacy 23 -3 = 20 Over lifetime of the entire game, among these three least useful

Merchant Confederation 18 (17+1) 2nd Best (my reasons haven't changed, needs the up-vote more then CL)
Gunboat Diplomacy 17 (20 -3) 3rd Best
 
left me with a really tough choice. I was hoping to mostly even out the board but now I need to make a decision. OK. here comes:

Charismatic Leader 32 Best Diplomatic Policy - I agree
Merchant Confederation 15 (18-3) - third place because there are other ways to make money. Actually considering it Cryptography was better but too late to fix that.
Gunboat Diplomacy 18 (17+1) - short-lived but an improvement of the best policy. Only gets second place because it's so short lived.
 
Charismatic Leader 33 (32+1) I use it longer than Gunboat Diplomacy.
Merchant Confederation 15
Gunboat Diplomacy 15 (18-3) Dito.

Merchant Confederation (15-3)=12 Third place is nice spot for this, if I have space, I would use this, but I prioritize the other two
Gunboat Diplomacy (15+1)=16 CL doesn't need my vote, so I'll give it to GD

Merchant Confederation 9+1=10 - Buying it one extra life, because I think that money gain can really help in late game.
Gunboat Diplomacy 18-3=15 - Bonus is great, but comes too late.

Merchant Confederation 10-3=7 - Money is easy, would rather have suzerain status
Gunboat Diplomacy 15+16 - Bonus is great
 
Charismatic Leader 30+1=31 Theres no other option for winner than the single policy card that is used the most out of all policy cards (not just diplo)

Gunboat Diplomacy 16-3=13 Comes so late that other very strong cards compete its usefulness
 
Charismatic Leader 32 (31+1) - This is definitely first place, useful throughout most of the game, so no need to help those about to be eliminated
Merchant Confederation 4 (7-3) This should get the third place, lots of money is useful but there are other ways to get it.

Charismatic Leader 33 (32+1) Glad I've stuck with the inevitable winner.

Gunboat Diplomacy 10 (13-3) A great policy, but comes too late to be actually useful in the vast majority of games.

Merchant Confederation 5 = 4+1 last ditch effort to put it up to 2nd place
Gunboat Diplomacy 7 = 10-3 still my least favorite of the final three

Gunboat Diplomacy (7+1)=8 Use it more than MC

fixed the score for Merchant Confederation, thanks God of Kings!
