8. Eleanor/France [20]
9. Eleanor/England [14]
11. Gandhi/India [20]
12. Genghis Khan/Mongolia [5] (8-3) - Mongolia has a small advantage in Diplomatic. Creating trading posts immediately means that Mongolia's trade routes can reach distant allies earlier, speeding up the Alliance progress towards tier 3. That is too little to matter though and ultimately it weights more the fact that Mongolia is military focused.

44. Victoria/England [8]
45. Wilfrid Laurier/Canada [25] (24+1) - Canada is the second Civ that can get extra favors per turn and it get a nice boost with double favors from emergencies. It suffers from the same design flaw that Sweden does but worse. You want your tourism to increase, so Canada will play Diplomatic like a cultural victory, risking a cultural win way before they can win Diplomatic. You should definitely disable cultural victory for this one.
46. Wilhemina/Netherlands [20]

Another warmonger bites the dust. RIP Macedon.

26. Montezuma/Aztec [14]
27. Mvemba a Nzinga/Kongo [3] = 6 - 3 Warmongers don't have to warmonger to the point that they pick up excessive grievances, but they can all found a religion and get the temple for +2 diplo points. Kongo is a cool unique civ to play but they are the worst civ to get a religious victory and as far as turn times go they are the worst at a diplo victory.
28. Pachacuti/Inca [20]
29. Pedro/Brazil. [17]
30. Pericles/Greece [27] = 26 + 1 Pericles or Tamar are probably the best civs at getting envoys. Tamar takes a lot of setup to get them though whereas Pericles only needs to build a half priced theater square.

33. Poundmaker/Cree [22]
34. Qin Shi Huang/China [20]
35. Robert the Bruce/Scotland [21] (20+1) Though I’ve never used it as such, Bannockburn is actually useful for a DV, since liberating cities grants a tremendous amount of favor all at once (I think it’s 100 favor per city liberated, and 300 for bringing players back to life). Bannockburn gets you to conquered lands about twice as fast. Scotland is also likely to be ahead technologically, giving them an edge in combat.

5. Cleopatra/Egypt [24] 23+1 15% production to well placed wonders and alliance bonus points. Lots of cash to get extra DF if needed
6. Cyrus/Persia [11] 14-3 one of the warmongers. Does not go well with a DV

11. Gandhi/India [20]
12. Genghis Khan/Mongolia [2] 5-3. Its bonuses boil down to aggression, how can this be more appropriate for diplomatic victory than Kongo?

27. Mvemba a Nzinga/Kongo [4] 3+1. Come on guys, even with the penalty of not being able to found a religion, there's no way it's less appropriate for diplomatic victory than warmongers.

26. Montezuma/Aztec [14] (People are forgetting district rushing is really useful for gaining a religion, not just their warmonger abilities).

29. Pedro/Brazil. [17]
30. Pericles/Greece [27]
31. Peter/Russia [20]
32. Philip/Spain [17]
33. Poundmaker/Cree [22]
34. Qin Shi Huang/China [21] (20+1) The biggest bonus here is they can more easily get a stone hedge religion with their worker rush, and rush the Mahabodhi temple as well with the same ability. Helps the early game diplo vic point rush. Apadana rush also can help with extra envoys the whole game. Extra good Mausoleum means a strong coastal city and potentially better great engineers as well for rushing late game high value wonders like Orszaghaz, Potata Palace, and Statue of Liberty. (After consideration, I might have undervalued China as a potentially very strong Religious victory civ).

29. Pedro/Brazil. [17]
30. Pericles/Greece [27]
31. Peter/Russia [20]
32. Philip/Spain [14] 17-3 Like several others on here, they just don’t seem to have any edge in DV and they are also weak overall; I think Kongo is worse as they are the only ones who cannot build a wonder providing a guaranteed 10% DV; I am being diplomatic though and spreading points around

41. Teddy Roosevelt/America [27] Free Diplomatic Favor from early on and lots of Diplomatic Favor later. Teddy can win more points just by outvoting everyone in the earlier congresses and he can fight back against the pile on later.

33. Poundmaker/Cree [22]
34. Qin Shi Huang/China [22] 21+1 Can steal crucial wonders and great wall gives mass culture and gold to blitz through civic tree for earlier envoys and be nearly as rich as Poundmaker and Mansa to win competitions.

26. Montezuma/Aztec [11] (14-3) - Another Civ focused on combat. Using builders to speed up districts can help, which put the Aztecs in a better position compared to other warmongers but still, combat bonuses don't bring anything to the table that you actually need.

44. Victoria/England [5] Domination Abilities can still secure you a Diplomatic victory. Polluting the entire world will just remove your chances of getting any diplomatic favor. Especially as all her abilities are about polluting the world. One of the hardest civs to get a Diplomatic victory as all her abilities encourage her to pollute. Every single one. Victoria should've been first to get outted.
