Faster movement on water helps your missionnary and apostles take advantage of the 1 envoy per conversion, and thats also different from what you usually play. Meeting other players early can help you be part of more aid request. Really good at diplo in my opinion.

The extra Coal and Iron for Railways, the extra stuff she gets for powering her districts and all the ships she gets.I think she is one of the worst polluter out there and definitly deserves to go as one of the first. Also cheaper Military engineer just spell out pollute the world and take advantage of the new sea level. Not very diplomatic. Germany on the other hand has one ability which interacts with this and isn't a core ability. Also Netherlands should take some heat as she has a similar ability. She also gets to plant more of her unique infrastructure.

45. Wilfrid Laurier/Canada [20] (19+1) The DF from tourism is a total red herring. If you are getting that much from it you're probably going to win a culture victory first. On the other hand the +100% DF from emergencies can really add up. Especially if the emergency is provoked against you - as you get a lot more for winning an emergency in that case. A game as evil Laurier where you deliberately try and become the target of as many emergencies as possible in order to rack up DF is fun albeit very niche. Though I would argue that any diplomatic victory strategy is very niche. In response to some other comments, arguably this approach works very well if you want to win a DV by partial domination since you'll be racking up a fair few emergencies against you that way, and you'll be well positioned to dominate some early congresses to build up a DV lead and make the end game less painful than pulling out your teeth.

I do think @Lily_Lancer raises an interesting point, even if it does run counter to how most of us are approaching this problem. Warmongering *could* help you win a diplomatic victory, because eliminating those who might vote against you would no longer have the chance to, eliminating the AI piling on to vote you down. I don't know that I really buy it - if you were going to eliminate all but one of your opponents, why wouldn't you just eliminate everyone? - but I get what he's saying.

An important consideration for warmongering is that it penalizes Favor per Turn. All along the way, you have World Congress votes that, if your vote matches the winner, you get +1 DV point. The surest way to do this is to accumulate favor and dump it to sway a vote, whether you care about the resolution or not. If you put 5 votes for a City State Trade route resolution even though you have no CS trade routes and it wins, you get the +1 DV.

If you've been warmongering and lost all your Favor, you can only guess at what to vote for and have lost your ability to sway those votes.

Better missionaries make you a bit more effective on religious conversion quests but that's nothing compared to other civilizations advantages. Chandragrupta's ability is militar focused and even worse, encourage you to get grievances since War of Territorial expansion have higher grievances compared to other Casus Belli.

Open-Air Museum and auto-themed great works give you a strong culture, allowing you not only to unlock the civic tree points early and get better governments faster, but to use Carbon recapture earlier, in case you need it. You might win a cultural before you win diplomatic, which is a design flaw in some of the strong diplomatic Civs, so you might want to disable cultural victories to play more comfortably.

I didn't get a chance to vote on Frederick before he bit the dust, so I'll make a quick comment. He's far from an ideal Civ for Diplomatic but the Hansa still give him a strong advantage as far as building wonders goes. The extra combat against CS doesn't bother me, it's just this weird, useless ability that I wonder why it still there, Firaxis should totally replace it with something else. Germany is overhaul a good Civ that can do well just for having good cities, so it wouldn't be my first elimination. RIP Frederick.

This is why I upvoted Cree first (as they have some more advantages over Mali) and Mali second. Mansa's mines make the job. After religious, i consider diplomatic or domination the most viable victory condition for Mali
