Diplomatic Victory not an option???

So I had quite a large amount of land and population in my last game. I built the UN and thought I would go for the backdoor domination win, or more accurately, the diplomatic victory that comes about when you pretty much vote yourself the winner. One problem, I was not given the option to vote for that in the resolutions pop-up. I did not turn off this victory condition. This was the first game I played using the unofficial patch (the patch of the official patch). So, I am a little bit confused. I ended up just getting the domination win, but it would have been over much sooner had I been able to do the diplo thing....what gives???:confused:
 
that was a change made in the official patch (not Bhruic's unofficial patch).

"Can't vote on a winner if one team already has all the votes necessary to win"

if your vassals put you over the limit, you're fine, that doesn't count as "one team" for this. but if you have enough votes by yourself (you'll be able to tell by checking the F8 resolutions and members screens), you can't hold the vote. even if everybody except your opponent would be voting for you.
 
EDIT: never mind, Kmad is handling it. :) man, this must've been sitting inactive on my work computer for almost an hour...when I pulled it up and went to reply, there were no responses.....
