Direct IP connection suddenly doesn't work

Basically me and my friend were unable yesterday to set up a direct IP game from his IP so we tried mine and it worked. After playing we saved and when he tries to connect to me again it keeps saying: "Attempt to connect to host timed out" or something to that effect. Can anybody tell me why it is suddenly not working and how it can be fixed?

If you have a dynamic IP from your ISP it may have changed?

no, the IP remained constant because I checked my IP to give to him
