DisableCaching and DisableFileCaching

Hi,

I have seen, in several posts, mention of turning on DisableCaching and DisableFileCaching. This is supposed to help with both mod problems and network issues.

Could anyone explain what the caches are actually storing?
What are the known/suspected consequences of disabling the caches?

I am particularly interested to know how it affects network reliability (if at all) as alluded to in several posts. (i.e. 'Tips for connecting'.)
