The Shoshone UA is not quite as versatile as the American UA. The Americans can buy up the land for cheap if another civ settles close by. The Shoshone land grab only occurs when they settle a city. So the Americans have the capacity to be reactionary for cheap.

:yup::nope: - both at once. Shoshone might automatically get what they want upon settling and not need to spend any money. Also there is just no point as America to buy more than 2 - 3 critical tiles in a brand new city as there is only one citizen to start. Maybe my thinking is part of being a warmonger, but if I want more land I will just conquer any competing neighboring city. If this is accomplished before my population gets bigger than the most valuable tiles my city can work - mission accomplished. Natural border expansion for America is still money in the bank.

Shoshone can just gloss over the whole process and never spend any money where they don't have to. Even if they do have to buy one tile it's still a better deal for them. I'm really not trying to be argumentative, I just feel as though the visual comparison is happening right before my eyes and the border/tile purchase numbers are just simply irrefutably better for Shoshone. *shrug*

But here I have question. If the Shoshone settle the culture cost for the first next tile is that the same as the cost for a normal city gaining it's first tile or is this "rebalanced" for the Shoshone? Well it's not a question you could answer at the moment, but this has to be considered too for your comparison... (probably resulting in favor of the Americans' UA)
