If we take into consideration that Shen Ling's settler will be complete in 4 turns and that Iron Working is in 7, wouldn't it be bright to save that settler to immediately secure an Iron source?

I'd say that we have to move the settler to site 5, wait for IW, and place the city next to an Iron deposit.

Very worthy point. I propose that we wait three turns until we build our third city.
