Hi, sometimes when a menu pops up when I scroll over the available options (like, for example, the new tech screen) when I scroll over the choices no tips appear. Sometimes it returns to normal but mostly I have to alt-tab to fix it. Since I'm kinda new I don't really know what everything does so the tips definitely help. Please help =)

It's a bug and I believe I have seen it reported before. I remember someone saying that mousing over the toggle options directly above the minimap restores the mouseover information.
That's not a fix of course. We'll have to wait for a patch before that might happen.
